About Choose How You Move
CHYM, approved by 66% of voters in 2024, is Mayor O'Connell's transportation improvement program and the largest capital program in geographic scope and scale to be undertaken in Nashville's history. Implementation of the $3.1 billion in CHYM capital projects requires extensive collaboration among multiple Metro departments, project managers, and vendors; coordination of $111 million worth of annual operating expenditures; and robust engagement with neighbors. CHYM will transform how people move around the city for decades to follow.
CHYM adds 24/7/365 transit service and builds 54 miles of high-capacity transit with more frequent, reliable, and accessible service. It also includes installation of smart signals at nearly 600 intersections, builds 86 miles of sidewalks to ensure Nashville completes the WalkNBike Nashville priority sidewalk network and connects our busiest neighborhoods to major transit routes. The program is slated to make safety improvements on 78 miles of the Vision Zero High-Injury Network, creating safer streets for pedestrians, bicyclists, drivers, and transit users alike.

This role collaborates extensively with the Mayor's Office, NDOT, WeGo, local utilities, and other Metro entities involved in CHYM implementation.
Job Description
General Purpose:
Leads the overall development & implementation of a strategic plan for land acquisition and development along and adjacent to proposed CHYM transit corridors. This role will be critical in the planning and development of future transit centers, CHYM infrastructure, and mixed-use or housing development in and around station areas on publicly owned land. The ideal candidate will possess knowledge and experience in planning, development, and the structuring of public-private partnerships.
Duties and Responsibilities:
- Full review of CHYM program documents including timelines, budget, current master plan, funding resources, and the proposed zoning/entitlement schedule.
- Convene regularly scheduled meetings with core team including:
- Planning/Community Plans, WeGo, CHYM, NDOT, consultants, third party brokers, and other potential interested parties.
- Based on the strategic plan, create a comprehensive schedule, consultant/resource budget and review/approval process with key parties.
- Contract required services through the RFP/RFQ process in accordance with Metro procurement standards. Consultant services include site testing, financial analysis, cost estimating, market analysis, public engagement, design/engineering, and construction delivery
- Commission demand studies for targeted areas to determine retail/services and other use programs.
- Collaborate with Planning's Housing Division on adjacent developments.
- Retain consultants to determine operating expenses as part of overall financial analysis.
- Oversee financial pro form generation including ongoing updates based on estimated costs, leasing absorption, program changes, recommended contingency/escalation and construction costs.
- Draft comprehensive RFQ/RFP documents for development community, establishing minimum participation, experience and balance sheet requirements. Manage RFQ/RFP process including full coordination with Metro Procurement, Finance and all other applicable agencies. Generate base RFQ/RFP documents including selection criteria, MOU generation and final development agreement negotiations.
- Throughout the solicitation and contracting negotiation/execution periods, work with Procurement, Legal, WeGo, Finance and CHYM-related departments.
- Skills with expectation of proficiency: Word, Excel, Teams, PowerPoint, ArcGIS, Adobe creative suite, SketchUp; demonstrated ability to write both highly detailed, technical documents for specific audiences and practical, jargon-free documents for general audiences.
- Strong project management experience and leadership leveraged through standing team meetings, task lists/execution deadlines and follow up tasks and generation of cost reports including commitments to date, cost/schedule risks and estimated final costs.
Education and Experience:
Bachelor's Degree from an accredited college or university and six (6) years of planning experience
OR
Master's Degree in Planning or related field from an accredited college or university and four (4) years of planning experience
Salary and Benefits
This Planner 3 position will be filled with an annual salary range of $100,000 - $115,000 along with excellent health, dental and retirement benefits, and competitive paid vacation time, paid sick leave, and paid holidays.
