The Phase 1 Recommendations for the city's Climate Protection Plan include a feasibility study for onsite renewable energy generation on municipal buildings and facilities (Energy Work Group Recommendation 1) and purchasing 5 percent of the city's electricity from renewable power sources (Energy Work Group Recommendation 7).

The Phase 2 Recommendations include purchasing 50 percent of the city's electricity from renewable power sources, offering tax incentives for solar installations and solar-ready homes, offering incentives to attract renewable energy businesses, advocating for state renewable portfolio standards, and promoting distributed generation (Buildings & Infrastructure--Renewable Energy Recommendation 3).
