Outdoor Lighting

The city’s zoning regulations address outdoor lighting in the city’s dark sky ordinance (Chapter 17.132). It provides a detailed purpose statement and details applicability to existing lighting, including amortization periods to bring lighting into conformance with standards.

The code addresses requirements for lighting plans, full cutoff-fixtures and other allowable lighting types, and light trespass. It encourages that non-essential exterior lighting be turned off when not in use and promotes light timers and sensor-activated lights. Specific standards address area lights, service stations and canopy lights, landscape lighting, towers, temporary lighting, and neon lights. It describes the city’s role in addressing lighting issues and addresses enforcement.

Solar Energy

The city's subdivision regulations provide a definition for "solar access" (Sec. 16.04.010). Development and design standards for subdivisions address solar, noting that lot design should preserve solar access to adjacent properties and buildings (Sec. 16.04.040.F.1); building sites and common area designs for condominiums should also protect solar (Sec. 16.04.060.G).

The code's section on planned unit developments also notes that locations of buildings, parking areas, and common areas should protect solar access to adjacent properties (Sec. 16.08.080.L).

In the city's zoning ordinance, a Design Review district is established; among the criteria and standards is one for Energy Design, requiring consideration for proper solar orientation recognizing solar benefits to adjoining properties (Sec. 17.96.090.B.6).
