The city's zoning ordinance includes an article on renewable energy systems with a section on solar energy. A definitions section defines 10 solar-related terms (Sec. 18-351.a). The ordinance establishes solar energy systems as an allowed accessory use in all districts (Sec. 18-352). It sets height, placement, and coverage limitations, and requires systems to blend into building architecture or be screened from public rights-of-way, though building-integrated systems are exempt from this requirement (Sec. 18-353). General standards restrict commercial energy production, prohibit private covenents from restricting solar energy systems, and encourage the protection of solar access in new subdivisions, allowing for solar easements (Sec. 18-354). Solar systems abandoned for 12 months may be declared a public nuisance (Sec. 18-355).
