The city's Climate Change Action plan notes that existing municipal sustainability initiatives include solar access requirements (p. 14). The City applied for Clean Renewable Energy Bonds for solar projects and is nearing completion of three solar projects (p. 32-33). A recommended approach for implementation is for the city to explore the feasibility of and opportunities for production of renewable energy from solar, wind, and biomass power through a feasibility study and then investigate leveraging opportunities (p. 38). The plan discusses co-benefits. Installing solar system installations not only reduces GHG reductions, but it increases visibility and awareness of solar power (p. 39). Measure 7 of the plan is to identify and remove barriers to small-scale, distributed renewable energy production within the community through the adoption of incentives, eliminating electrical permit fees for solar PV panels, amending development codes, design guidelines, and zoning ordinances (p. 39-40).
