In the Sustainability Element in the town's general plan, one objective is to use passive and active solar energy to help new buildings achieve a minimum level of sustainability based on an accepted "green" rating system (p. 5, Sustainability Element). A community education and involvement policy and practice for the town is to be alert to technical changes such as fuel cells and new solar panel designs and consider ways to take advantage of these changes (7) (p. 8). A resident action goal is to encourage adoption of energy-saving measures including but not limited to the use of energy efficient lighting, solar panels, and energy efficient vehicles (2) (p. 9). An illustrative policy and practice under the Living Environment goal is to investigate policies concerning preservation of trees vs solar access (6) (p. 12). In the Land Use Element, a general principle is to encourage the use of passive and active solar energy in the siting, design and construction of buildings (p. 3, Land Use Element). In the Housing Element, Program 9, Energy Conservation, states that the town supports solar access protections and solar installations (p. 10, Housing Element). Policy 3A is to continue to support solar access protections and allow solar installations (p. 76).
