The city's zoning ordinance includes a section on solar energy systems (Sec. 138-10.401). Rooftop solar energy systems are permitted in all zoning districts with a building permit, but they may not extend more than 4 feet in height or protrude beyond the edge of the roof (Sec. 138-10.401.B). Ground-mounted and freestanding systems are permitted in all zoning districts with a building permit. They must meet setback requirements and be at least 5 feet from side and rear property lines; may not exceed 10 feet in height, except systems in the front yard must be less than 3.5 feet in height; and are limited to 20 percent total lot area coverage (Sec. 138-10.401.C). The ordinance also addresses batteries, requiring secure storage when in use and proper disposal when no longer used, and requires removal of systems within 90 days if the system has not performed its function for 12 consecutive months (Secs. 138-10.401.D, E).
