Hazard Mitigation

The city’s comprehensive plan includes extensive hazard mitigation policy recommendations in its Safety element

This element provides background on seismic and geologicfloodingfire, and hazardous materials risks. And it includes goals, policies, and implementation measures for each.

Solar Energy

In the city's General Plan, the Air Quality and Climate Change Element includes as a mitigation strategy under "Mitigation Strategies - Area and Stationary Sources" the promotion of energy efficient designs, including provisions for solar access (p. IV-13). The Public Facilities Element lists five current city-owned and installed PV systems that offset about 70,400 lbs of CO2 emissions each year (p. VII-23). As an implementation measure for Utilities, it lists under "Water and Energy Programs" a Solar Electric (PV) Incentive Program (p. VII-29). As an implementation measure for Water and Energy Conservation, it lists implementation of the city's zoning ordinance standards that promote the use of alternate energy resources, including solar access standards (p. VII-56). The Housing Element lists several green building and solar energy programs of the city, including the BEST Homes Project, which incorporates rooftop solar and other energy-saving features in up to 20% of new homes built in the city (p. X-30).
