Chapter 6 of the city's General Plan, Proposed Land Uses, includes an Energy Land Use policy of encouraging land-use practices that conserve energy resources, such as compact development and solar access rights (Sec. 6.19.3.1). This policy is listed again in Chapter 9, Implementation (28.1).
