In the city's General Plan, the Housing element addresses solar in an implementation program, which calls for the city to encourage residential developers to employ energy conservation measures with respect to the siting of buildings, landscaping, and solar access (II.13, p. II-18). The Natural Resources element includes a goal of pursuing energy-efficient development in the development review process (Goal VI.F), with associated policies of promoting east-west alignment of lots for solar exposure (VI.F.1) and providing for dedication of sunlight easements (VI.F.4).
