The city's General Plan discusses the steps the City has taken to reduce greenhouse gas emissions including the installation of solar panels on city buildings (p. 116).

Community Planning Strategies include adopting requirements for new development to be oriented for passive and active solar, advising HOA from prohibiting energy efficient practices within CC&Rs, including installation of solar on rooftops (5.6, 5.7 p. 123).

Strategies for Greenhouse Gas Reduction include encouraging the installation of distributed renewable energy systems, primarily solar panels, on homes and businesses and pursuing large-scale renewable energy projects (p. 207).

One of the decision-making continuums listed in the Plan that the city could pursue to drive GHG reductions is solar (p. 216).

A strategy to live within natural limits at the community level is to rely on alternative energy sources such as solar panels (p. 288).
