The city's building code includes a chapter on mandatory solar photovoltaic requirements (Chap. 15.72). It requires installation of solar PV systems on all new development and additions of a certain size to reduce greenhouse gas emissions. The code offers prescriptive (based on building size) and performance (based on anticipated building energy use) methodologies to calculate required system size. A fee-in-lieu option is offered.

The city's zoning code provides that dedication of solar easements may be required as a condition of tentative map approval (Sec. 16.36.060).
