This 2009 guidebook prepared by the Governor's Solar Working Group for local government officials provides background information on different types of solar energy systems as well as net metering procedures and regulations. The guide includes a model solar energy systems ordinance that permits accessory solar energy systems by right in any zoning district in compliance with basic development standards.
