This city’s comprehensive plan predicts the growth of both the young and senior populations and proposes strategies for better serving both. Goal LU-2 discusses the growth of mixed-use neighborhoods, Policy H-1.3 refers to aging-in-place, Policy TR-3.4 considers the transportation needs of mobility-challenged residents, and Action PR-3.5 encourages the development of recreation for all ages and abilities.

Capital Improvements Programming

This city’s comprehensive plan includes a section on the capital improvements program in its Implementation element (Goal IP-6). This section explains the relationship of the CIP to the comprehensive plan and provides policy recommendations to guide the preparation and implementation of the CIP.

Associated policies include maintaining and developing additional community gardens throughout the city, prioritizing low-income neighborhoods, and supporting alternative locations and types of urban agriculture.
