Rethinking Off-Street Parking Requirements

This article explains the flaws in methods many communities use to set minimum off-street parking requirements. It discusses the high potential of repeating mistakes by copying standards in place in neighboring communities and summarizes the empirical weakness of relying on the Institute of Transportation Engineers’ Parking Generation report. Then, it summarizes the individual and collective costs associated with minimum off-street parking requirements and proposes market pricing for on-street parking as a policy alternative.
