Rethinking Off-Street Parking Requirements

The city’s zoning code includes multiple types of policy-driven off-street parking requirements. It exempts uses in multiple zoning districts from minimum off-street parking requirements (§325.20(3)(a). It imposes combined minimum/maximum parking requirements on all uses outside of these districts (§325.20(3)(b). And it authorizes parking reductions for shared parking facilities (§325.20(3)(f).

Food Systems | Urban Livestock

The city code's Animals chapter was amended in 2016 to establish a pilot program for backyard chickens (Article 164-4).  The pilot program establishes 20 chicken pilot registrations. Up to 4 hens may be kept per 3,000 SF lot. The ordinance provides standards that address eligible lot property class types; size, location, and setbacks of chicken coops or enclosures; and sanitation and nuisance prevention.

Wind Energy

The city’s zoning code allows wind energy systems in single family residential (§325 Attachment 1) and Collegetown residential and mixed-use districts (§325 Attachment 4) with a discretionary use permit (§325.9.C.1.k). It specifies required application materials (§325.9.C.4.c).

To meet renewable energy and climate goals, the city provides a property assessed clean energy financing program (§4.VII).
