Solar Energy

This report details a project undertaken by local municipalities and organizations in Minnesota to implement community solar projects through collaborative procurement. Rather than municipalities issuing individual Requests for Proposals (RFPs), the collaborative procurement model issues a single RFP that bundles all the municipalities solar projects together. This report concludes that there are several potential benefits to this model, including: better pricing, reduced staff time, and peer learning amongst municipal participants.
