This guide helps Vermont municipalities develop enhanced energy plans, aiding with existing energy conditions, establishing local targets aligned with state energy goals, and mapping renewable energy development potential. Vermont Act 174 of 2016 sets state renewable energy targets, planning priorities, and grants local communities greater deference in renewable energy siting should they complete the voluntary enhanced energy planning process.

It provides guidance for determining local renewable generation potential, identifying technology-specific locations for renewable generation, and mapping these areas.
