Scenario Planning

This article presents the results of an exploratory scenario planning excercise for the Greater Baltimore-Washington, D.C. area. It explores how alternative scenarios tied to fuel prices, the rate and form of transportation technology change, and the restrictiveness of land-use controls may lead to very different land-use and development patterns and environmental impacts.
