This report analyzes how discriminatory land use and housing policies have caused transportation to become a large source of carbon emission. It highlights several land use reforms that would create a significant reduction of transportation emissions by reducing the distance between housing and daily needs, reducing energy and water use through attached and multifamily residences, and reducing sprawl to protect the natural environment. The reforms explored included upzoning, urban infill, and transit-oriented development policies.
