Scenario Planning

This paper examines exploratory scenario planning as a method for communities to create plans for sustainable and resilient adaptation to social, technological, economic, environmental, and political forces that are not in their control. Scenarios are possible futures that inform strategies, and the paper includes examples of communities using exploratory scenario planning. How the exploratory planning process works and recommendations are also included.
