Scenario Planning

This plan included two scenario planning workshops for staff to explore four future scenarios based on two factors: staff capacity and fiscal health. A matrix was created to visualize these two constraints. These efforts helped set realistic goals and strategies for city staff to update the Municipal Sustainability Plan and create the city’s first adaptation plan.
