This report covers the traditional structure of land use and economic development and contrasts its games and leveraging points to a newer action framework that adopts meaningful goals and guiding metrics for economic development plans, attaches transparent rules for economic benefits, modernizes strategies to be inclusive, and expands local player participation. Land use planning and zoning are limited by their coverage and by who gets to make decisions. With local governments pressured by housing affordability, federal tensions, and increased financial risks, metrics of success in land use and economic development for growth not merely development are some of the solutions waiting to be uncovered.
