About the Chapter Presidents Council
The Chapter Presidents Council (CPC) is one of the three APA components. The Chapter President's Council is made up of the Chapter Presidents of each of APA's 48 Chapters and 6 executive committee members, 4 of whom are elected by the Council members and 2 of whom are appointed. The Chapter Presidents Council Chair is also an appointed member of the APA Board with a vote.
Nature of the Volunteer Commitment
- Fulfill all Chapter President responsibilities as outlined in the individual chapter's bylaws.
- Participation, in person or by videoconference, at orientations for new Chapter Presidents.
- Actively participate in biannual council meetings and leadership retreats, both in person and remotely.
- Serve on a CPC committee as appointed by the CPC Chair
Council Activities
- Provide grants to support Chapter activities
- Provide awards to recognize Chapter work
- Sponsor the Student Planning and Design Competition
- Serve as a forum for Chapters
- Monitor and report on Chapter performance

Chapter Presidents Council Chair
Aaron Ray, AICP
Aaron Ray manages the long-range aviation planning practice for the Port of Portland. His background includes extensive current and long-range land use and transportation planning work in communities across Oregon and California. In addition to aviation planning, Ray's professional emphases include community engagement, policy development, and plan implementation in both rural and urban jurisdictions. He has served as the Oregon APA chapter president, APA Chapter Presidents Council Executive Committee, and on numerous national committees. Aaron also serves in an adjunct capacity on the faculty of the Toulan School of Urban Studies and Planning in the College of Urban and Public Affairs at Portland State University. He holds a bachelor's degree in Community Development from Portland State and a Master of City and Regional Planning from California Polytechnic State University, San Luis Obispo.

Tippe Morlan, AICP
Tippe Morlan currently works as the senior/long-range planner for the City of Saratoga Springs, Utah. She volunteers as the APA Utah Chapter president and the director of membership for APA's Asian & Pacific Islander Interest Group. With a background in community development, sociology, and resort town planning, she is passionate about the crossover between tourism and planning. She earned a bachelor's degree in public policy, management, and planning from the University of Southern California, a master's degree in sociology from Brigham Young University, and a specialized MBA in tourism administration from George Washington University. She has worked for Park City, Lehi City, and Eagle Mountain City, Utah, in the past. When Tippe is not working, she can usually be found exploring cities around the world.

Eric Anderson, AICP, CPSM
Eric Anderson is Vice President and Director of Planning at KZF Design, a Cincinnati architecture/engineering firm. He is currently serving as the Past President of APA Ohio. Eric has been active in APA for more than 10 years, including leadership roles as Ohio Chapter President, Professional Development Officer (PDO), and Section Representative/Director, as well as various local roles within the APA Cincinnati section. Eric is passionate about helping planners achieve their potential through career path development, AICP certification, mentorship, and education/training. In his free time, he volunteers for the Human Rights Campaign and is an avid runner. You'll likely find him in Cincinnati's vibrant Over-the-Rhine neighborhood, patronizing the many shops, restaurants, and parks with his partner Chase and two dogs.

Meagan E. Tuttle, AICP
Meagan E. Tuttle is the planning division director for the City of Madison, Wisconsin. Previously, she was a principal planner and planning director for the City of Burlington, Vermont, and a planner for State College, Pennsylvania. She previously served as the Northern New England Chapter president, Vermont Section president, and volunteered extensively to support and represent chapter members in various APA initiatives. Tuttle was involved in establishing and serving on the inaugural Executive Advisory Board to the Urban Planning Department of the College of Architecture and Planning at Ball State University, and on the board for the Vermont City Marathon's host organization, Run Vermont. She holds a Bachelor's degree in Urban Planning and Development and a Master's degree in Urban and Regional Planning from Ball State University.

Sean Maguire, AICP, CEcD
Sean Maguire focuses on the intersection of planning, economic development, and community development, with the goal of creating great communities for all. A certified planning and economic development professional, he has held executive-level leadership positions in the public sector. Maguire is an adjunct faculty member at the University at Albany and an instructor for the University of Oklahoma's economic development programs. He served as chair of APA's Economic Development Division and as chapter president of APA New York Upstate. Based in upstate New York near Albany, Maguire is committed to strengthening connections within the planning community and promoting innovation across specialized practice areas. When not working, Maguire enjoys spending time with his family and playing or listening to Irish, bluegrass, and Americana folk music.

Julia Lave Johnston
Julia Lave Johnston is the director of education services for the California Association of Councils of Government (CALCOG), where she manages the California Academy for Regional Leadership (CARL) and develops and assists in creating education and training opportunities for CALCOG's 48 member agencies. Previous positions focused on integrating health and sustainability at the local and regional level and providing cutting-edge education for professionals as the director of the Land Use and Natural Resources program at UC Davis Extension. She developed and implemented climate and planning policy for the State of California as deputy director for planning policy in the Governor's Office under Governor Schwarzenegger. Julia has volunteered with APA for over 30 years, including vice chair of the Chapter Presidents Council, president of the California Chapter, and director of the Sacramento Valley Section. Julia received a bachelor's degree in English from the University of California, Berkeley, and a master's degree in community and regional planning from the University of Oregon.

Laura Everitt, AICP
Laura Everitt, Esq., AICP, LEED Green Associate, is a senior project manager on the Transit Team for Benesch. Based in Tampa, Florida, Laura assists transit agencies across the Southeast and Midwest with their long-term planning activities. Laura served as APA Florida president from 2018 to 2020. During her tenure, she appointed the organization's first equity, diversity, and inclusion (EDI) committee, which developed the organization's first EDI strategy. You can often find Laura wandering her neighborhood with her husband Steve and dog Bourbon when not working.
