Divisions Council Executive Committee

About the Divisions Council

The Divisions Council (DC) is one of the three APA components. The Divisions Council is made up of the Division Chairs of each of APA's 25 Divisions and 5 executive committee members, 4 of whom are elected by the Council members and 1 of whom is appointed. The Divisions Council Chair is also an appointed member of the APA Board with a vote.

Divisions are directed by the APA Board to advance the techniques and competence of its members by performing research, sharing technical information, and serving as a subject matter resource and/or afford members with a common interest opportunity to share experiences and concerns and promote goals through meetings, surveys, research, publications, and participation in APA policy efforts.

Nature of the Volunteer Commitment

  • Fulfill all Division Chair responsibilities as outlined in the individual Division's bylaws.
  • Participation, in person or by videoconference, at orientations for new Division leaders.
  • Actively participate in biannual council meetings and leadership retreats, both in person and remotely.
  • Serve on a DC Committee as appointed by the DC Chair

Council Activities

  • Provide grants to support Division activities
  • Provide awards to recognize Division work
  • Lead Planner's Day of Service
  • Provide scholarships to students for NPC
  • Sponsor the Student Planning and Design Competition
  • Serve as a forum for Divisions
  • Monitor and report on Division performance

Deborah Myerson, AICP

Deborah is the principal/founder of Myerson Consulting, LLC, and serves as secretary/treasurer for the APA Divisions Council executive committee. Myerson has more than 25 years of experience specializing in land use policy, housing, and community development. She has been active in leadership with the APA Private Practice Division and the APA Indiana chapter. Myerson has a Bachelor of Arts in comparative literature from the University of Wisconsin-Madison and a Master of Regional Planning from Cornell University.

Meg Byerly Williams

Meg is in-house counsel at Skeo Solutions, Inc. and has extensive experience helping states and municipalities create regulatory, planning, and policy initiatives to facilitate sustainable development within their communities. This experience includes the development of training, manuals, reports, publications, and planning and regulatory recommendations on a variety of environmental and sustainable development topics. Before joining Skeo, Meg worked as a staff attorney at Pace Law School's Land Use Law Center in White Plains, New York, and she continues her work for the center as a sustainable development consultant. Meg is a member of the Virginia State Bar and serves as editor of the Case Law Digest for APA's Planning and Law Division.

Robert McHaney, AICP

Robert McHaney, AICP, CTP, is the Chief of Integrated Planning at The Goodman Corporation (TGC), where he integrates planners, engineers, urban designers, economists, and policy experts to help communities address today's most pressing challenges. He also provides project management support for a variety of TGC clients. He mentors emerging professionals and teaches AICP exam prep courses. Robert holds degrees in Political Science, Public Policy, and Geography from Central Washington University, as well as a Master of Public Administration from Evergreen State College.

Miguel A. Vazquez, FAICP

Miguel A. Vazquez, FAICP, is the Health Equity Urban and Regional Planner at Riverside University Health System–Public Health (RUHS-PH) in Riverside, California. With more than 20 years of experience, he advances healthy, equitable, and community-centered planning and leads efforts integrating public health, equity, arts, and community development into local and regional planning practice. He holds a bachelor's degree in Urban Studies and Planning and is currently pursuing a Master of Public Health at Johns Hopkins University. Miguel has served the American Planning Association at the national, state, and regional levels, including on the APA Diversity Committee and the AICP Knowledge-Based Governance Task Force. He is a founding member and past chair of the Arts and Planning Division and was inducted as a Fellow of the American Institute of Certified Planners (FAICP) in 2024.

Chad M. Nabity, AICP

Chad Nabity, AICP

Chad has been the planning director for the Hall County Regional Planning Commission in Grand Island, Nebraska, since December 1999. He has been involved with APA leadership since 2002. Chad has a variety of experience in planning issues in Nebraska, ranging from work related to infectious and communicable disease prevention, housing and land use, and zoning. In his spare time, he and his wife run a small community-supported agricultural operation on the outskirts of Grand Island.
