Municipal planners can find it difficult to differentiate between residential and commercial demand in the high-stakes competition for on-street parking in older dense urban areas. The residential dependency estimate provides an objective measure to inform studies, management, and zoning decisions. This estimate was developed to help a municipality better inform studies, management, and zoning decisions concerning residential parking demand. It is one tool — intended to be used with others — that improves understanding of neighborhood characteristics and context to inform better decision making.
