Transformative Climate Communities (TCC), a California Strategic Growth Council grant program, collaborates with public agencies, communities, and stakeholders to achieve sustainability, equity, prosperity, and high quality of life for all Californians. TCC makes large-scale investments in climate-resilience infrastructure and social investment projects in the state's most under-resourced communities, ensuring that improvements benefit residents and stakeholders. Existing stakeholders — who enable the improvements — are at risk of displacement if jurisdictions do not act to preserve affordability and cultural relevance.

TCC grantees with more than two years of implementation experience tell how this holistic model of co-planning for development without displacement is working. Their efforts — ranging from producing and preserving housing to conducting tenants' rights workshops and supporting small-business associations — are tailored to local housing and commercial market conditions. Presenters offer strategies for planning to mitigate and avoid displacement while meeting climate resilience and economic-development goals.

TCC's model is a demonstrably inclusive and equitable approach that avoids and mitigates the negative impacts of infrastructure investments.
