The First Amendment requires content neutrality in speech regulations — including regulations of signs and billboards. The core issue in City of Austin vs. Reagan National Advertising was whether billboard regulations — which typically regulate signs based on whether or not they advertise goods and services that are available on or away from the premises where a sign is located — are content neutral.
Many local governments around the country were relieved when the Court ruled in April that billboard regulations are indeed constitutional. Speakers will discuss the practical implications of the decision and address APA's involvement in the case.
