The Plan Integration for Resilience Scorecard is an in-depth integration standard that identifies and resolves inconsistencies between plans that prevent substantive resilience-building. Based on the experience of communities across the United States, the Scorecard is a powerful tool for building capacity in resource-constrained communities. Presenters discuss its application in communities that lack technical capacity and funding resources to build resilience through plan integration.

They also highlight how a spatial approach to plan integration can resolve the perennial problem of too many plans but too little implementation. They identify discrete methods for collaborating across departments to gather plans, evaluate policies, and spatially assess those policies in the context of a defined local geography.
