FAICP Statement

Frank M. Duke is one of the most effective planning directors in the southeast, leading four separate communities through thoughtful and collaborative planning efforts. Highlights of his work include successfully introducing context-specific, tiered land use regulations in Palm Beach County, Bay County, Durham City-County and Norfolk; developing four award-winning comprehensive plans; implementing two concurrency programs in Florida, one of which was the first to be certified as meeting State requirements and to survive legal challenges; and developing a TDR program in Palm Beach County, form-based code in Durham, and the first countywide zoning ordinance in northwest Florida in Bay County. Inducted in 2014.

Professional Biography

Frank Duke is the Planning Director in Baton Rouge, Louisiana. He has more than 25 years of experience, including working as the Planning Director in Norfolk, Virginia; Durham, North Carolina; and Palm Beach and Bay counties in Florida. In each of these local governments, Mr. Duke was responsible for the development of a new comprehensive plan as well as major revisions to land development regulations focusing on the importance of place in regulating land. While Palm Beach County’s Planning Director, he was named by three successive Florida governors to the South Florida Ecosystem Restoration Working Group to represent local governments in the Federal work on Everglades restoration. He also served as a senior policy analyst for the South Florida Water Management District where he worked on revisions to Florida Water Policy and served as staff coordinator on water and environmental issues for the Governor’s Commission for a Sustainable South Florida. Prior to that experience, Mr. Duke worked as an economic analyst for the Florida Department of Commerce. He began his career in the private sector, working for one of the largest land use law firms in Florida.
