FAICP Statement

Frank M. Duke is one of the most effective planning directors in the southeast, leading four separate communities through thoughtful and collaborative planning efforts. Highlights of his work include successfully introducing context-specific, tiered land use regulations in Palm Beach County, Bay County, Durham City-County and Norfolk; developing four award-winning comprehensive plans; implementing two concurrency programs in Florida, one of which was the first to be certified as meeting State requirements and to survive legal challenges; and developing a TDR program in Palm Beach County, form-based code in Durham, and the first countywide zoning ordinance in northwest Florida in Bay County. Inducted in 2014.

Professional Biography

Frank Duke, FAICP, is the Planning Director for Baton Rouge and East Baton Rouge Parish. He has more than 30 years’ experience, including working as the Planning Director in Norfolk, Virginia; Durham, North Carolina; Palm Beach County (West Palm Beach area), Florida; and Bay County (Panama City area), Florida. Mr. Duke also served as Senior Policy Coordinator for the South Florida Water Management District, where he advised on the development of Florida law governing the use of water, and as an Economic Analyst for the Florida Department of Commerce. In each of the five local governments in which he has worked, Mr. Duke was responsible for the development of a revised comprehensive plan as well as major revisions to land development regulations, including revised signage regulations in each. Mr. Duke was involved in litigating sign issues in Florida, North Carolina, and Virginia, making him especially sensitive to this aspect of development regulations. Mr. Duke served as a founding member of the Board of Directors of the Triangle Section of the Urban Land Institute. He is a member of the College of Fellows of the American Institute of Certified Planners, the American Planning Association, and the Urban Land Institute.
