A natural disaster can destroy large portions of a community's housing stock, which, of course, devastates all affected. Low-income households are most vulnerable to displacement and have fewer resources to rebuild and recover.

This briefing paper outlines why local elected officials and planners must proactively facilitate the repair and rebuilding of affordable housing as part of disaster recovery efforts. 

Decisions on where and how to rebuild affordable housing should be guided by the goal of greater resilience in the future, along with recognition of the particular needs of the community's low-income residents.
