Forsyth named editor of JAPA
Ann Forsyth, a professor of urban planning and director of the Master in Urban Planning degree program at Harvard Graduate School of Design, will become the next editor of the Journal of the American Planning Association on January 1. She will succeed outgoing editor Professor Sandra Rosenbloom of the University of Texas at Austin and serve a five-year term. Forsyth will be the fifth woman to lead the JAPA editorial board since the first issue was published in 1935.

JAPA paper takes international award
The Royal Town Planning Institute gave its Research Excellence Award — Early Career Category to a paper published in JAPA's Winter 2018 issue. "Estimate of Transaction Costs in Transfer of Development Rights Programs" delved into TDR programs in 36 U.S. states, finding that high transaction costs could possibly deter landowners from participating in such programs, "thus thwarting the land use goals of planners." Authors, Sina Shahab, J. Peter Clinch, and Eoin O’Neill are all affiliated with University College Dublin, an RTPI-accredited planning program.

- In Salt Lake County, Utah, planners convened bankers, developers, and local and state leaders to discuss how free parking policies affect land use and housing development costs.
- In Tampa, the APA Florida Sun Coast Section, Florida City-County Manager's Association, and Forward Pinellas are bringing stakeholders together to consider approaches to providing "Missing Middle" housing.

- Virginia Gov. Ralph Northam and Louisiana Gov. John Bel Edwards proclaimed October as Community Planning Month in their respective states.
- In Connecticut, State Sens. Carlo Leone and Scott Frantz, Mayor David Martin, and others helped celebrate designation of Stamford's Mill River Park as a 2018 Great Place in America.

APA in action worldwide
As an active member of both the Global Planners Network and Planners for Climate Action, APA attended last month's Global Climate Action Summit in San Francisco. With the International Council on Monuments and Sites and others, we co-hosted a workshop on the role of planners in climate change.
Thanks to the APA members in Boston and San Francisco who recently hosted a delegation of 22 local officials from Shenzhen, China.

Fall leadership meetings
Last month, APA leaders on the Board of Directors, AICP Commission, Chapter Presidents Council, Divisions Council, and Student Representatives Council met in a plenary session to hear updates on APA's diversity and inclusion strategy, see a preview of APA Learn, and participate in a quick scan of emerging issues.
Subsequently, the Board and Commission met together to identify and prioritize major strategic issues that APA should address in the coming year. Leaders will share more information with other members as it becomes available.
The Commission identified strategic issues specific to AICP and discussed metrics for the Certification Maintenance program.
The Board approved Denver as the site of the 2025 National Planning Conference, and approved the APA budget for FY 2019.

Municipal Provision of Parking Facilities
