Resilience Roundtable, Episode 1: John Henneberger

In APA's new podcast series, Resilience Roundtable, host Rich Roths, AICP, engages with fellow hazards planners and others who make resilience their mission.
In Episode 1, Roths talks with John Henneberger, an expert on low-income housing, a 2014 MacArthur Fellow, and codirector of Texas Housers, a nonprofit advocate for equitable disaster recovery policy and practices. Hurricanes Katrina and Rita opened his eyes to disasters' exaggerated impact on low-income neighborhoods of color — a realization reinforced last year by Hurricane Harvey's effects on parts of Houston. Henneberger describes innovative recovery efforts in Texas, emphasizes the linkage between good planning practice and equity, and stresses the importance of giving disaster survivors a sense of personal agency.

After disaster

Following a natural disaster, local planners and planning commissions are confronted with hundreds of legal issues, greatly complicating recovery efforts. In our blog, Stephen Villavaso, FAICP, discusses the primary legal considerations for planners in a post-disaster environment and outlines key strategies for ensuring a successful recovery.

On this day in planning history

President Ronald Reagan signed the Tax Reform Act of 1986, which included the Low-Income Housing Tax Credit. The LIHTC created incentives for the development of affordable housing and is responsible for a significant portion of all affordable housing built in the United States. Learn more in APA's Planning Timeline.

APA and other community development advocates successfully persuaded Congress to maintain this critical housing tool in last year's tax reform compromise.
